UPSC Civil Services (IAS / IPS / IFS)

Answer: Generally eligible for UGC-regulated IBCs.

UPSC’s eligibility criterion is a “degree from a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.”

UGC-registered IBCs operate under the UGC Act framework. The UGC FHEI Regulations 2023 place IBCs within the UGC’s supervisory scope, and their degrees are treated as equivalent to degrees from UGC-recognised institutions for examination eligibility purposes.

For IFSCA (GIFT City) campuses: The IFSCA framework is newer and UPSC has not explicitly addressed IFSCA IBC degrees in its published guidelines. As a precaution, GIFT City IBC graduates applying to UPSC should obtain an AIU equivalence certificate in advance.

GATE and PSU Recruitment

Answer: Eligible.

GATE eligibility specifies “a bachelor’s degree in Engineering/Technology from a board/university recognised by Government of India” for technical programmes. The Ministry of Education’s recognition framework includes UGC-registered IBCs.

For GATE-based PSU recruitment (ONGC, NTPC, BHEL, BEL, IOCL, GAIL, and others), the eligibility conditions in individual PSU recruitment advertisements generally mirror GATE’s eligibility criteria.

Exception to watch for: Some PSU advertisements for management-level roles (not engineering) specify “MBA from an AICTE-approved institution” or “Post Graduate Diploma from an AICTE-recognised institution.” AICTE approval is separate from UGC recognition and does not apply to IBCs. Read each specific PSU advertisement carefully before applying.

IBPS, SBI, and RBI Banking Examinations
